Why pay $30 when you can use skype installed mobile phone from Nepal and call direct to skype installed mobile phone in another country for free. That's what we do here in UK if you sign up for Hutchinson 3G network. You pay for monthly charge for mobile anyways whether you use skype or not.

Another option is to use SIP phone settings on Nokia phones (not sure about other models) to configure to the VOIP phone provider and Yipee Phones calls either for free to similar phone or for free to landlines or for less than 1 euro cents per min to most of the developed countries in the world.
