I am wondering if someone is applying TPS without EAD, does that person need to send 2 photographs or not? Thanks in advance for reply.

I did applied for TPS without EAD and to be on the safe side I had included 2 photographs as well. Hope that answer your question!

No need to send photographs, they will take your picture when you are scheduled for Biometrics. So, its just a waste !
